As part of the second phase of the 2050 energy strategy, the Federal Finance Administration developed an incentive system designed to replace the previous support measures with climate and energy levies from 2021 onwards.
Overview – Incentive system for climate and energy policy (2011–2017)
The incentive system for climate and energy policy was intended to facilitate the transition from support measures to incentive measures. The aim was to collect climate and electricity levies in order to reduce the use of fossil energy sources and promote energy efficiency. Receipts were to be redistributed to households and businesses. The Federal Council adopted the dispatch in 2015 but it was rejected by Parliament in 2017, and the project was not implemented as a result.
