During its meeting on 22 November 2023, the Federal Council approved the financial plan for the 2025-2027 legislative period. Under the current plan, annual structural deficits of CHF 2 billion to CHF 3 billion are expected. The adjustment required will rise mainly as a result of ongoing high expenditure for migration (extension of protection status S for Ukraine) and for premium reductions. The pressure is likely to increase in the medium term: In particular, the rapid growth in Armed Forces expenditure to 1% of GDP and OASI expenditure will cause the deficits to widen further.
